This could mean an entirely new set list or more of the same, of which I'm fine with btw.

probably came from Moz and them.

Morrissey is set to release - has he finally decided to release the album himself?
If so, great news.
I'd be very surprised if any mainstream label released an album that contains Notre Dame.

On the article front, it looks like the paragraph about releasing the album has been edited out. I couldn’t see it after scanning a couple of times. Maybe SER told the NME it’s not accurate
 
I'm sure it must be on Moz's mind that there will be a desire with some record labels to make money out of Bonfire or Without Music when he dies. Hopefully that day is a long way off but he's no spring chicken any more. Makes a man think. This is the man who wrote Paint A Vulgar Picture. He can't let the labels 'win' in that way. He simply has to release this material himself. Without Music, at least. Bonfire he may not be able to release himself if it is 'held' by Capitol.

Can't pinpoint any press information for this, but from an Ultimate Guitar post I'd posted from February and possibly indicative of it being circulated to the press from an earlier point in time:

"Will add this here as relevant.
Note: it also offers a release date for Without Music the World Dies:
"In the meantime, Morrissey has announced another new album, "Without Music the World Dies", to arrive on September 30, 2023."
(Coincidentally the day James Dean died).
Don't know where that date was plucked from though!?"

The only good thing about a self-release is that the press could easily choose not to review it.

He definitely could make a comeback - but it's not going to be with these albums - the discourse around them is toxic.

It's only 'toxic' in your head.
For everyone else it's just Morrissey expressing a valid point of view via the medium of song. His point of view may sometimes be non-conformist and 'controversial', i.e. what most people out there actually think but you're not allowed to say, but that's Morrissey. It's what he's been doing for 40 years.
 
Bonfire was getting great reactions at all the Gigs on the recent tour, applause part way through etc... That's got to be a good feeling for Moz.

Saying that, all the new tracks (from both albums) were well received with people singing along.
