Problem with older artists is that they've lived for so long outside the bounds of reality that they use things like TV and movies for inspiration for new music, instead of writing about personal and relateable experiences that actually resonate with people.
"Bobby" could very well be the by-product of a Narcos bingefest on Netflix. Catchy perhaps, but as a talented songwriter once wrote, "it says nothing to me about my life", and no one sincerely believes this song has any personal connection with Morrissey either, it just simply exists, as a pop tune. Catchy, but shallow, with no mainstream appeal or defining memorable characteristic.

If the meaning of a song requires great speculation and analysis because of generic and ambivalent content then it's the farthest thing from relatable.
A singer, drug use, repeated, simplistic, could be about anyone or no one. No great meaning, no rise and fall aside from one line about a poor track. It's like he had a single thought and cranked out a song about it in 10 minutes. And whilst it's true a lot of his great songs were inspired by film, they were inspired by good film, film which had appeal and message. He lifted lines and made them personal. There is nothing personal about this song; Moz is not a drug addict, and until he comes out and says otherwise, this song is about no one in particular. It's filler.
