This one appears to be derived from the film's lead character "Hando" as played by Russell Crowe.
This was officially confirmed by the NME (See: "May 21 97"):
A bizarre press release purporting to be written by someone calling himself Stoney Hando has accompanied advanced copies of the album sent to US journalists. A US representative confirmed that Stoney Hando was in fact Morrissey. Part of the press release reads: "Morrissey has no interest in world politics and prefers the company of animals to humans. His ambition is to play Freemantle in Western Australia, otherwise he has no interest whatsoever in modern life. He lives in Spain."

Romper Stomper is a 1992 Australian drama film written and directed by Geoffrey Wright in his feature film directorial debut. The film stars Russell Crowe, Daniel Pollock, Jacqueline McKenzie, Tony Le-Nguyen and Colin Chin. The film tells the story of the exploits and downfall of a neo-Nazi group in blue-collar suburban Melbourne. The film was released on 12 November 1992.
